Meeting with Boards and Commissions                    May 16, 2017

Meeting with Kathryn Hendrickson, Boards and Commission and Darryl Childers, Policy Advisor.
SILC Chair Keith Greenarch and Operations Manager Debbie Hippler. 

Points of discussion:
* Executive order of Gov. McCrory establishing the NCSIL until 2020
o Boards and Commission did not have a copy, provided one
* Overview of Law regarding Council appointment according to Section 705 of the Rehab Act.
* Overview of the SILC’s responsibilities
o SPIL, joint effort of statewide Consumers, CILs and SILC
o Distribution of Part B funds
o Number of Centers 
* their part in fulfilling the SPIL goals
* CIL funding
o Quarterly meetings, Goal committee reports etc.
* Vacancies on our Council
* Process of application so both SILC and Boards and Commissions are in partnership.
* Applications submitted for consideration reviewed
* Orientation training, need of IL knowledge for appointment to SILC
* Discussion of term limits being applied to Ex. Officios
* Process of Ex. Officios being appointed
* Difficulty of staying in compliance of majority of the full council being a person with a disability not employed by a CIL or the state
* Discussion of a CIL director (unnamed) contacting Boards and Commissions requesting the removal of a Council member
* Current applications should be appointed and in place by June 30.  Applicants and the SILC office will receive notification. 
* Agreement to stay in touch and keep the appointment process running smoothly
